Important Information About Asbestos Licenses

If you are an employer, you may pay for your employee's renewal license fee through TexasOnline. The license will not be renewed until all required documents are received and approved.

To practice with lapsed licenses is prohibited. A person whose license has been expired for one year or more may not renew the license. The person may obtain a new license by complying with the requirements and procedures, including the examination requirements, for obtaining an original license. If a license holder makes a timely and sufficient application for the renewal of a license, the current license in his/her possession does not expire until the application has been finally granted or denied by the program.

If you do not meet these qualification and eligibility requirements, you cannot renew your asbestos license. Contact the asbestos licensing section for instructions on renewing offline or visit program's web page:

Individual Licensure

You are eligible for renewal of your asbestos individual license if your license is within 60 days of expiration up to one year after expiration. In order to process your license as soon as possible, you must submit your renewal qualification package immediately following the completion of your online payment.

Qualification package (The following are required, in accordance with §295.31 - §295.73- of the Texas Asbestos Health Protection Rules):

  1. Completed, signed application form:

    • Asbestos Worker
    • Asbestos Project Manager
    • Asbestos Abatement Supervisor
    • Asbestos Operation & Maintenance Supervisor
    • Asbestos Inspector
    • Asbestos Individual Consultant
    • Asbestos Individual Management Planner
    • Asbestos Air Monitor Technician

  2. One-inch by one-inch photograph of the face,
  3. Copy of current training certificate(s),
  4. Copy of current Training ID card(s),
  5. Copy of current Physician's Written Statement
  6. Copy of all final orders resulting from a violation of these rules (if applicable)

Company Licensure

You are eligible for renewal of your asbestos license if your license is within 60 days of expiration up to one year after expiration. Qualification package (The following is required, in accordance with §295.31 - §295.73- of the Texas Asbestos Health Protection Rules):

Consultant Agency:

  1. A completed, signed Consultant Agency application form.
  2. A copy of the Designated Person's current training certificate from a Department-approved training provider for the project designer, air monitor, management planner and inspectors course.
  3. A certificate of insurance providing professional liability coverage for errors and omission in the amount of $1,000,000 to cover the asbestos consultants and inspectors in its employ as required by §295.40 of this title (relating to Licensing and Registration: Insurance Requirements).
  4. A certificate of good standing, issued by the State Comptroller of Public Accounts Office for a corporation or other limited liability company.
  5. For foreign or out-of-state corporations, a certificate of authority to conduct business in Texas from the Secretary of State.
  6. For companies using a DBA name, a copy of DBA filing with county clerks office or Secretary of State.

Asbestos Contractor:

  1. A completed, signed Asbestos Contractor application form.
  2. A copy of the Designated Person's training certificate from a Department-approved training provider for the Asbestos Contractor/Supervisor refresher course.
  3. Evidence of asbestos abatement liability insurance, which includes pollution liability for asbestos exposure in the amount of $1 million, when doing work for hire employ as required by §295.40 of this title (relating to Licensing and Registration: Insurance Requirements).
  4. A certificate of good standing, issued by the State Comptroller of Public Accounts Office for a corporation or other limited liability company.
  5. For companies using a DBA name, a copy of DBA filing with county or Secretary of State.
  6. For foreign or out-of-state corporations, a certificate of authority to conduct business in Texas from the Secretary of State.

Asbestos Laboratory:

  1. A completed, signed Asbesots Laboratory application form.
  2. A copy of a certificate of insurance providing professional liability insurance for errors and omissions in the amount of at least $1 million when doing work for hire as required by §295.40 of this title (relating to Licensing and Registration: Insurance Requirements).
  3. A copy of companies certificate of good standing, issued by the State Comptroller of Public Accounts Office for a corporation or other limited liability company.
  4. A copy of laboratory accreditation and most recently available results of PAT rounds for PCM and/or most recently available results of NVLAP sponsored proficiency tests for TEM and/or PLM in accordance with §295.54(d) of this title.
  5. For foreign or out-of-state corporations, a certificate of authority to conduct business in Texas from the Secretary of State.
  6. For companies using a DBA name, a copy of DBA filing with county clerks office or Secretary of State.

Please submit most recent results of PAT rounds for PCM and/or most recent results of NVLAP sponsored proficiency tests for TEM and/or PLM in accordance with §295.54(d) of the TAHPR.

Operations & Maintenance (O&M) Contractor (Restricted)

  1. A completed, signed O&M Contractor application form.
  2. A copy of the Designated Person's current training certificate from a Department-approved training provider for the Asbestos Contractor/Supervisor course.
  3. A certificate of good standing, issued by the State Comptroller of Public Accounts Office for a corporation or other limited liability company.
  4. For companies using a DBA name, a copy of DBA filing with county clerks office or Secretary of State.

Asbestos Transporter:

  1. A completed, signed Asbestos Transporter application form.
  2. A certificate of insurance providing pollution liability insurance in the amount of $1 million as required by §295.40 of the Texas Asbestos Health Protection Rules (TAHPR), relating to Licensing and Registration: Insurance Requirements, when transporting asbestos-containing building material (ACBM) for hire.
  3. A certificate of good standing, issued by the State Comptroller of Public Accounts Office for a corporation or other limited liability company.
  4. For companies using a DBA name, a copy of DBA filing with county clerks office or Secretary of State.
  5. For out-of-state corporations, a certificate of authority issued by the Texas Secretary of State authorizing the corporation to do business in the State.

Management Planner Agency:

  1. A completed, signed Management Planner Agency application form.
  2. A copy of the Responsible Person's current training certificate from a Department-approved training provider for the management planner and inspectors course.
  3. A copy of a certificate of insurance providing professional liability coverage for errors and omission in the amount of $1million to cover the asbestos management planners and inspectors in its employ as required by §295.40 of this title (relating to Licensing and Registration: Insurance Requirements).
  4. A copy of companies certificate of good standing, issued by the State Comptroller of Public Accounts Office of the State of Texas for a corporation or other limited liability company.
  5. For foreign or out-of-state corporations, a certificate of authority to conduct business in Texas from the Secretary of State.
  6. For companies using a DBA name, a copy of DBA filing with county or Secretary of State.
Back to Company Licensure

Training Provider:

  1. A completed, signed Training Provider application form.
  2. For foreign or out-of-state corporations, a copy of the certificate from the Texas Secretary of State, Austin, Texas, unless an exemption is filed in accordance with §295.39(e).
  3. For Texas Corporations, a copy of the Certificate of Good Standing from the State Comptroller of Public Accounts stating that all franchise taxes due, have been paid, or a letter of exemption (issued by same office).
  4. A list of all the currently approved instructors and guest speakers you intend to continue using in your asbestos training program (please be sure to distinguish whether the individual is an instructor or guest speaker); If an individual previously qualified as an instructor and/or guest speaker is not included on this list, he or she will be considered deleted from your training program.
  5. Copies of current accreditation from the Environmental Protection Agency asbestos course(s) you intend the instructor(s), from list mentioned above, to teach.
  6. A list of all the instructors and guest speakers you intend to discontinue from your asbestos training program.
  7. A list of all the individuals you intend to add as instructors or guest speakers to your program, including required documentation in accordance with §295.55 (f).
  8. A current course schedule, including the name of the instructor that will teach each course.
  9. Any changes in the status of your training program qualifications as listed under §295.55 (d) & (e).
  10. Previously submitted course manuals that have been modified for use in your current training program.
  11. A written statement of intent and a course manual for each asbestos course you intend to add to your current training program, if applicable at the time of renewal.
  12. Any other modifications or changes in the status of your overall asbestos training program.
