Implementing Changes in the BCCS Program

There has been a lot going on in the Breast and Cervical Cancer program over the past few months. Beginning this past September, any U.S. licensed healthcare provider can now refer an eligible woman who is diagnosed with a qualifying cancer to the program. With the expansion of services, BCCS providers serve as a gateway for enrolling women into Medicaid for Breast and Cervical Cancer (MBCC).

In order to make sure women in more communities have access to the expansion of services, the first step was to have current contractors evaluate their services and increase capacity with new clinics where possible. The next step was for DSHS to release a new request for proposal (RFP) targeting those counties that are not currently served or are underserved. The new RFP was released October 31st and new contracts will begin January 1st, 2008.

In providing quality coverage across Texas, it is important that capacity is increased and services are readily available for those in need. The continued goal for Texas' Breast and Cervical Cancer Services is to reduce mortality from breast cancer and cervical cancer. This requires everyone working for better health in Texas to continue their efforts in raising awareness about early prevention and finding care for those who have been diagnosed.

Additional program goals include:

  • Identifying and serving priority populations;
  • Strengthening and developing new partnerships;
  • Continuing ongoing professional development and quality of care; and
  • Putting systems and tools in place to monitor performance and other major DSHS activities.
