The Council on Sex Offender Treatment (CSOT) and the Interagency Advisory Committee (IAC) met at 10:00 a.m. on October 1, 2001 at the Exchange Building, 8407 Wall Street Austin, Texas. I. Call to order, Chairperson, Walter J. Meyer, III, M.D. The meeting was called to order at 10:18 a.m. II. Introduction of Members, Guests, and Staff. Council Members Present: Walter J. III. Approval of Meeting Minutes from July 20, 2001 meeting. Maria Molett motioned and Liles Arnold seconded for approval of the July 20, 2001 minutes. All were favor. IV. Division Director's Report. Jim Zukowski discussed the Bomer Report addressing the recommendations that were made to TDH. Mr. Zukowski announced the CLEAR Conference will be held in San Antonio January 10-12, 2002. He invited Council members to attend and help with the reception Thursday night. Debbie Peterson presented and discussed the budget. V. Council Chairperson's Report. None. VI. Civil Commitment Multidisciplinary Team member report. Maria Molett requested that another Council member be designated as a substitute for the Civil Commitment Multi-disciplinary Team (MDT). Maria Molett moved that Kristy be designated as an additional backup to Maria, Liles Arnold seconded the motion. All were in favor. Maria Molett mentioned the Association for the Treatment of Sexual Abusers (ATSA) Conference is being held November 7-10, 2001 in San Antonio. Walter Meyer, David Richards, Liles Arnold, Janet Latham and Maria Molett will be presenting at the conference on Texas' Sexually Violent Predator Outpatient Program on November 9, 2001. Maria reported statistical information regarding the number of cases reviewed and referred by the MDT for an expert assessment. VII. Adult Conference Committee Update. Maria Molett reported that on August 5, 2001, she, staff from the Council and Sam Houston State University (SHSU) went to Corpus Christi, Texas and met with the representative from the Omni Hotel and representatives from local agencies to discuss the upcoming adult conference, which will be held in February 2002. Anna Salter will be the keynote speaker and Judge J. Manual Banales will be a guest speaker. VIII. Discussion and Possible Action Regarding Changing the Procedures for Verifying CEU's at the Adult and Juvenile Conferences. Janet Latham spoke about the current procedures of stamping each attendee's cards at the end of each session. Janet Latham proposed changing the procedure of verifying CEU's. Liles Arnold made a motion to change the procedure of CEU tracking and Maria Molett seconded the motion. All were in favor. Janet Latham and Sam Houston State University-Correctional Institute of Texas will discuss alternate procedures on giving CEU credit at the conferences. IX. Discussion and Possible Action Regarding Coordinating with the Special Prosecution Unit (SPU) in Regarding Stipulations Mandated by the Trial Judge in Civil Commitment Proceeding. David Richards and Janet Latham have initiated monthly meetings with the SPU and they have discussed the conditions of supervision and treatment that the Council requires for an individual who has been civilly committed. X. Executive Director's Report. Janet Latham reported the following: * The Council has received 272 renewals from registants * As of this date, a total of 218 FY 2002 certificates have been sent. A conference flyer is being sent with each certificate; * The remaining 54 renewals are pending the clarification of CEU's; * In this renewal period, one ASOPT was upgraded to a RSOTP; * As of this date, the Council has received a total 13 extension requests; * The total of new applicants for FY 2001 are as follows: * September 8 * October 5 * November 2 * December 3 * February 1 * March 4 * April 5 * May 3 * June 1 * July 1 * The Council on Sex Offender Treatment FY 2001 Annual Report was handed out and discussed; * Four complaints were closed since the last Council meeting. Letters of concern were sent to two registrants. In the other two complaints the allegations were not substantiated: * The Council has received four complaints since the last Council meeting; * The Council will maintain an exhibit at the following conferences: * NASW Conference, October 11-13, 2001 * TDCJ Conference, November 11-15, 2001 * A report was given regarding those individuals who have been civilly committed * Currently 10 SVP's have been civilly committed * Two SVP remain active in the program * The case managers software draft manual was distributed to several contractors to review and to test the software; * Monthly meetings have been scheduled with the SPU, TDCJ and DPS to discuss the status of petitions filed, updated information on those that have been civilly committed; and to discuss pending issues, * A training for the new CC case managers and treatment providers would need to be scheduled early next year; * A handout with possible sites for the Juvenile Conference was distributed and suggestions were solicited regarding the possible location of the July 2002 Juvenile Conference. XI. Discussion and Possible action regarding proposed rule changes to 22 T.A.C. Chapter 810. It was reported that the Rules Committee members met on October 1, 2001. Proposed rules were reviewed. The Rules will be reviewed by the Office of the General Counsel and a final draft of proposed Rules will be placed on the Council's agenda. XII. Public Comment. None. XIII. Presentation of Future Agenda Items. There was discussion regarding the need to organize a retreat sometime April or May of 2002 involving long term planning and other council related issues. XIV. Discussion of Future Meeting Dates. The next Council meeting will be in conjunction with the 10th Annual Adult Conference and is scheduled for February 21, 2002 8 a.m. in Corpus Christi at the Omni Bayfront Hotel. XV. Adjournment. Maria Molett motioned to adjourn. Liles Arnold seconded. All were in favor. The meeting was adjourned at 12:05 p.m.
