Emergency Healthcare Runs for FY 2022 EMS Allotment Funding

The Texas Department of State Health Services (DSHS) EMS Trauma Systems Section is finalizing funding decisions and calculating the distribution formulas for fiscal year (FY) 2020 EMS Allotment/Allocation of the EMS and Trauma Care System Account (911 funds), the Emergency Medical Services, Trauma Facilities, and Trauma Care System Fund (1131 funds) and the Designated Trauma Facility and Emergency Medical Services Fund (3588 funds).  The funding formulas for the EMS Allotment/Allocation includes a trauma service area’s geographic size, its population, and the number of eligible emergency healthcare runs (trauma AND medical) submitted to the Texas EMS/Trauma Registry. 

EMS/Trauma Systems is asking EMS Providers to submit an affidavit to attest that a good faith effort was made to submit calendar year (CY) 2018 data to the Texas EMS/Trauma Registry and reconcile potential discrepancies between emergency healthcare runs recorded by individual EMS providers during CY18 and the number of emergency healthcare runs reflected in the Texas EMS/Trauma Registry.  The attached Excel spreadsheets contain the Texas EMS/Trauma Registry, Emergency Healthcare Run Reports which will be used to calculate EMS Allotment/Allocation funds.  This list is NOT an indication of your eligibility to receive funds.  If your reported runs lack required data elements or include incompatible format your run data may be inconsistent with the Emergency Healthcare Run Reports.

The data you submit in the affidavit will be used instead of the Texas EMS/Trauma Registry, Emergency Healthcare Run Reports to calculate the funding formulas.  Affidavits will need to be received on or before November 20, 2019, to be considered.  If the Office of EMS/Trauma Systems does not receive a signed and complete affidavit from an EMS Provider by the specified date, the emergency healthcare run data provided by the Texas EMS/Trauma Registry will be used for that Provider in the FY20 funding formulas.  Our receipt of your affidavit form does not imply you are eligible to receive EMS Allotment/Allocation funds.
