|The Texas Department of State Health Services (DSHS) Office of EMS and Trauma Systems Coordination is very pleased to announce that the 2007 Uncompensated Trauma Care Fund distributions occurred the week of April 30, 2007 . The distribution includes three funding sources:
$30,092,704.00 from the Designated Trauma Facility and Emergency Medical Services (DTF\EMS) Account (3588 Monies) will be distributed to 240 eligible hospitals. When added to the FY 2004, 2005 and 2006 disbursements, the grand total distributed to eligible hospitals since the inception of this funding source is $150,921,794.00.
$488,981.00 from the Emergency Medical Services and Trauma Care System Account (911 monies) and;
$662,611.00 from the Emergency Medical Services, Trauma Facilities and Trauma Care Systems Fund (1131 monies) will also be distributed to 228 designated trauma facilities. When added to the FY 2004, 2005 and 2006 disbursements, the grand total distributed to eligible hospitals since the inception of combining the 911 and 1131 monies is $4,024,277.70.
The total combined amount of all three funding sources to be distributed to eligible hospitals this April is $31,244,296.00.
Texas Health and Safety Code §780.004 directs DSHS to use 96% of funds in the DTF/EMS Account (3588 monies) to fund a portion of uncompensated trauma care provided at hospitals designated as state trauma facilities or a hospital meeting “in active pursuit” requirements.
Additionally, Texas Health and Safety Code §773.122 directs DSHS to use at least 27% of funds from the Emergency Medical Services and Trauma Care System Account (911 Monies) and Emergency Medical Services, Trauma Facilities, &Trauma Care System Fund (1131 Monies) to fund a portion of uncompensated care provided at hospitals designated as state trauma facilities.
Uncompensated Trauma Care Disbursement Methodology:
Disbursements were made in the following manner:
- Calendar Year (CY) 2005 uncompensated trauma care charges reported by eligible hospitals on the Fiscal Year (FY) 2007 Uncompensated Trauma Care Fund Application (Hospital Allocation) were used in the funding formula.
- Fifteen percent (15%) of the total amount of funds available was divided equally amongst all eligible applicants.
- The remaining eighty-five percent (85%) was distributed to eligible applicants based on the percentage of uncompensated trauma care a hospital provided in relation to the total uncompensated provided by all the eligible hospitals that applied.
