HUD Offering Grants to 'Revitalize Communities'
The Department of Housing and Urban Development has announced the availability of $110 million in grants under the Choice Neighborhoods Initiative to “transform public and assisted housing and to revitalize communities.” Appearing in the Federal Register is the Notice of Funding Availability, the federal application, for the FY 2012 Choice Neighborhoods Implementation Program. Among the program’s goals is to support positive outcomes “related to residents’ health, safety, employment, mobility, and education.” Deadline for applications is April 10th. Information for Ryan White and Texas HIV Medication Program Clients Who Have Texas Medicaid Coverage
DSHS is working together with the Texas Health and Human Services Commission (HHSC) to make sure you know about changes that are coming to the Medicaid program in Texas. It’s important for your continuity of care that you know about these changes. Note: The changes described in the message only apply to you if you have Texas Medicaid coverage and a) you’re in the Primary Care Case Management (PCCM) Medicaid program or b) you’re in STAR or STAR+PLUS and there are new health plan options in your service area.
On March 1, 2012, the managed care model for Medicaid in Texas will expand statewide. If you get Medicaid services through Primary Care Case Management (PCCM), you should have gotten a packet in the mail from HHSC telling you about the change and encouraging you to pick a managed care medical plan. You also would have gotten this packet if you already have a Medicaid managed care plan and there are new medical plans to choose from in your service area. Here is more important information for you:
* You need to pick a medical plan. If you have not yet picked a medical plan, you should have gotten a packet in the mail from HHSC encouraging you to do so. If you do not pick a medical plan by February 10, 2012, HHSC will pick one for you. The packet from HHSC will include information on the medical plans you can pick from and how to enroll. You can check the provider directories of the medical plans offered in your service area to find out which doctors are in which medical plan. Once you’ve picked your medical plan, call 1-800-964-2777. You also can call that number if you need help finding a provider or if you have questions. You can learn more about the medical plans and services by going to a meeting in your area. To see a list of these meetings, go to http://www.txmedicaidevents.com.
* Your prescription drug benefit may be changing. If you get your Medicaid services through PCCM you are limited to three prescription drugs each month. On March 1, when you move from PCCM to STAR or STAR+PLUS that will change – you will no longer have a prescription limit. Since you’ll be able to get all your prescriptions through your STAR or STAR+PLUS medical plan, you will no longer be eligible to receive services from the Texas HIV Medication Program AIDS Drug Assistance Program (ADAP). Your medical plan will have network pharmacies where you can get your prescriptions filled. Contact information for your medical plan will be on the Your Texas Benefits Medicaid card and the member ID card that you will get from your medical plan. If you have both Medicare and Medicaid, you will continue to get your prescription benefit through Medicare.

ELIGIBILITY: Applicants are limited to dental schools and other dental education programs, that were described in 777(b)(4)(B) Public Health Service Act as such section was in effect on the day before the date of the enactment of the Health Professions Partnerships Education Act of 1998 (Public Law 105-392) ["postdoctoral dental education program means a program sponsored by a school of dentistry, a hospital, or a public or private institution that offers postdoctoral training in the specialties of dentistry, advanced education in general dentistry, or a dental general practice residency"]. In addition, dental hygiene programs that are accredited by the Commission on Dental Accreditation are also eligible.
PURPOSE: This announcement solicits applications for Part F Dental Reimbursement Program (DRP) to expand HIV services and education and training. These services target low-income, underserved people living with HIV/AIDS. The primary purpose of the DRP is to improve access to oral health care services for patients with HIV and to train dental and hygiene students and dental residents to deliver HIV/AIDS dental care. The DRP assists institutions with accredited dental or dental hygiene education programs recognized by the Commission on Dental Accreditation by defraying their unreimbursed costs associated with providing oral health care to persons living with HIV/AIDS.

Private Funding Opportunities

Damon Runyon-Sohn Pediatric Cancer Fellowship Award

$ AVAILABLE: Fellowships are granted for a three-year term with second- and third-year funding contingent upon satisfactory progress reports. Fellowships provide annual stipends of $50,000 or $60,000 and annual expense allowances of $2,000.
ELIGIBILITY: Applicants must have completed one or more of the following degrees or its equivalent: M.D., Ph.D., M.D./Ph.D., D.D.S., or D.V.M. Candidates who have already accepted a postdoctoral research fellowship award are not eligible.
Candidates must apply for the fellowship under the guidance of a sponsor — a scientist (tenured, tenure-track, or equivalent position) capable of providing mentorship to the fellow. Awards are made to institutions for the support of the fellow under direct supervision of the sponsor.
The proposed research must be conducted at a university, hospital, or research institution. Candidates applying to work in foreign-based or United States government laboratories may be awarded a fellowship if they are considered to be especially meritorious or if the program represents an unusual opportunity for postdoctoral training. Foreign candidates may apply to do their research only in the U.S.
PURPOSE: The Sohn Conference Foundation, a nonprofit organization dedicated to curing pediatric cancers, has granted $1.5 million to the Damon Runyon Cancer Research Foundation, the leading charity supporting innovative young cancer researchers, to establish the Damon Runyon-Sohn Pediatric Cancer Fellowship Award. Created to help address the critical shortage of funding for pediatric cancer research, the new award will provide funding to basic scientists and clinicians for research with the potential to significantly impact the prevention, diagnosis, or treatment of one or more pediatric cancers.
The fellowship program seeks to recruit the top young minds to research childhood cancers. The program is being launched as a pilot project with the potential for expansion if successful.

Human Rights and Drug Policy Summer Course

$ AVAILABLE: Accepted applicants will have their expenses (travel, accommodation, and stipend) covered. Financial aid is available in the following categories: tuition waiver, accommodation grant, travel grant (full or partial), and stipend. Participants from Central and Eastern Europe and the former Soviet Union and Mongolia, as well as those coming from emerging countries worldwide, can apply for financial aid in all categories. Participants from developed countries are expected to pay the course tuition fee. However, there are a limited number of tuition waivers available to participants from developed countries on a competitive basis.
ELIGIBILITY: Applications are invited from high-achieving M.A. and Ph.D. students, junior faculty, research staff in universities and other institutions and professionals. (Undergraduates without a university degree will not be considered.) No prior knowledge of human rights and drug policy is required of participants.
PURPOSE: The Human Rights and Drug Policy Summer Course aims to situate drug policies globally within a framework of fundamental human rights, and to assess the extent to which country and international drug policies fail to meet human rights standards. Discussion will focus partly on the identification and understanding of human rights including those that have their basis in international agreements and laws, and in part on evaluation and assessment of the gap between rights and practice in the implementation of drug policies in many countries and regions.
The focus of the course is global and participants will be drawn from all regions internationally.
A key objective of the course is to emphasize the interdisciplinarity both of learning and of problem-solving. It is thus an important objective that nonstandard disciplines be represented, and that new skills and capacities are applied to this area of public policy.
The course will take place July 16-27, 2012, at the Central European University in Budapest, Hungary.

Prostate Cancer Foundation (PCF)-Honorable A. David Mazzone Special Challenge Award Research Program

$ AVAILABLE: Designed to support large-scale team-driven research projects, the program provides two-year awards totaling $1 million.
ELIGIBILITY: Proposals must be from teams of at least three highly experienced investigators capable of devoting unique scientific expertise to the solution of a significant problem in prostate cancer research. A team may be assembled from one institution, or several, located anywhere in the world.
Investigators representing nonprofit academic research centers worldwide are eligible to apply. Investigators from for-profit companies and government-sponsored institutions are ineligible.
PURPOSE: These awards will focus on funding treatment sciences. Research with a high probability of near-term patient benefit is required in the following topic areas: translational research in metabolism/adiposity/nutrition/survivorship; molecular imaging in both primary and metastatic disease; co-targeting tumor microenvironment; first-in-field research on new targets in metastatic disease systemic treatment; mechanisms of resistance to new treatments for advanced prostate cancer; and diagnostics and biomarkers that differentiate indolent from metastatic prostate cancer.

Phase II of Affordable Care Act State Grant Writing Assistance Fund

$ AVAILABLE: Grants of up to $30,000 will be awarded for a period of up to six months. The Request for Proposals includes a matching rate of 2:1 (the fund will match two dollars for every dollar requested).
ELIGIBILITY: Eligible organizations include all state and local foundations able to meet the matching requirement. (GIH considers "foundations" to be organizations whose primary function and activity is charitable grantmaking to multiple individuals or organizations.) Previous GIH State Grant Writing Assistance Fund awardees are eligible to reapply.
PURPOSE: With support from the Robert Wood Johnson Foundation, the GIH State Grant Writing Assistance Fund provides grants to foundations that are interested in providing grant writing support to state and county government agencies working to implement the Affordable Care Act.
