Texas HHSC Looks to Privatize One State Mental Health Hospital
In order to comply with the requirements of the 82nd Texas Legislature, General Appropriations Act, Article II, Section 63 Rider 63), Texas Health and Human Services Commission (HHSC) intends to competitively solicit proposals from private entities interested in contracting with the Texas Department of State Health Services (DSHS) for the operation of one of the state hospitals on behalf of DSHS.
Although private entities may select more than one Hospital for which to submit separate proposals, HHSC intends for this procurement process to result in a contract to operate only one state hospital. Hospitals identified by DSHS as suitable for privatization include Austin State Hospital, Big Spring State Hospital, El Paso Psychiatric Center, Kerrville State Hospital, Rusk State Hospital, and Terrell State Hospital. Vendors may, however, propose privatization of any state hospital within the DSHS state hospital system.
The purpose of this RFP is to obtain proposals that will meet the stated objectives of HHSC, the Legislative Budget Board (LBB) and Governor’s office in providing quality psychiatric care in an efficient, effective manner. It is the intent of the Legislature that the approved contract generates at least a 10 percent savings annually compared to fiscal year 2011 levels for a minimum of four years.

Foundations of HIV Counseling and Testing (FCT)
The next Foundations of HIV Counseling and Testing (FCT) class will be in Austin on June 20-22. This three day course will be the new required standard for new DSHS HIV Prevention counseling/testing staff and all testing and linkage supervisors. There are 2 on-line courses that are pre-requisites for this class, Prevention Groundwork and a new online course, the Foundations Pre-course.

$ AVAILABLE: The amount of grant assistance for project costs depends upon the median household income and the population in the community where the project is located and the availability of grant funds. In most instances, projects which receive grant assistance have a high priority and are highly leveraged with other loan and grant awards. Grant assistance may be available for up to 75 percent of project costs. Grant funding limitations are based on population and income, economic feasibility, and availability of funds.
ELIGIBILITY: Grants are available to public entities such as municipalities, counties, and special-purpose districts, as well as nonprofit corporations and tribal governments.
PURPOSE: Community Programs provides grants to assist in the development of essential community facilities in rural areas and towns of up to 20,000 in population. Grants are authorized on a graduated scale. Applicants located in small communities with low populations and low incomes will receive a higher percentage of grants.
Grant funds may be used to assist in the development of essential community facilities. Grant funds can be used to construct, enlarge, or improve community facilities for health care, public safety, and community and public services. This can include the purchase of equipment required for a facility's operation. A grant may be made in combination with other CF financial assistance such as a direct or guaranteed loan, applicant contributions, or loans and grants from other sources.

Private Funding Opportunities

School Grants for Healthy Kids

APPLICATION DEADLINE: 5/5/12.
$ AVAILABLE: Award amounts will be based on building enrollment, project type, potential impact, and a school's ability to mobilize parents and students around school wellness initiatives.
ELIGIBILITY: Schools must participate in the National School Lunch Program and National School Breakfast Program; and must have a free/reduced priced meal eligibility greater than 50 percent to be eligible.
PURPOSE: Through partners such as Kellogg's and the Walmart Foundation, Action for Healthy Kids is pleased to release its School Grants for Healthy Kids opportunities for the 2012-2013 school year. Over 500 schools nationwide will be awarded funds that will range from $1,000 to $5,000 with significant in-kind contributions from Action for Healthy Kids in the form of people, programs, and school nutrition expertise. We'll also provide schools with management expertise and support to develop strong nutrition programs around school breakfast, competitive foods, summer meals, access to healthy food and nutrition education.

Nonprofit Outcomes Toolbox: Measure Outcomes to Manage More Effectively
