The ADA and Persons with HIV/AIDS
The U.S. Department of Justice is leading the Federal government’s efforts to strengthen enforcement of civil rights laws as they pertain to individuals with HIV/AIDS, as called for in the President’s July 2010 National HIV/AIDS Strategy. As part of the strategy, the department has committed to increasing outreach to affected communities to educate them about their rights and to uncover discrimination. An updated technical assistance document, Questions and Answers: The Americans with Disabilities Act and Persons with HIV/AIDS has been added to ADA.gov at http://www.ada.gov/aids/ada_q&a_aids.htm. The document explains the rights of persons with HIV/AIDS and the requirements of the Americans with Disabilities Act (ADA) for employers, businesses and nonprofit agencies that serve the public, and State and local governments to avoid discrimination against persons with HIV/AIDS.
This week marks the 14th anniversary of the decision in Bragdon v. Abbott, the Supreme Court decision that stated that an individual who has HIV, but is asymptomatic, has a disability within the meaning of the ADA and is entitled to the protections of the statute. Since that time, Congress amended the ADA in 2008, making it easier for people with HIV/AIDS to demonstrate that they are persons with disabilities.

National Consensus Report Released by Hogg Foundation, Federal Office of Minority Health
The Hogg Foundation and the Federal Office of Minority Health (OMH) have announced the release of its national consensus report. The report, “Enhancing the Delivery of Health Care: Eliminating Health Disparities through a Culturally & Linguistically Centered Integrated Health Care Approach,” is a collaborative project between OMH and the Hogg Foundation.
The publication is based on research conducted by the foundation and proceedings from the 2011 national consensus meeting titled “Eliminating Behavioral Health Disparities through the Integration of Behavioral Health and Primary Care Services for Racial and Ethnic Minority Populations and Those with Limited English Proficiency (LEP).” The consensus meeting, which was hosted at the Hogg Foundation, brought together national experts in health, mental health, substance use and addiction, integrated health care, and cultural and linguistic competency.
At the meeting, national leaders proposed ways to deliver integrated health care services in culturally and linguistically appropriate ways to racial and ethnic minorities and populations with LEP. The report shares the best practices, insights and strategies that were discussed during the meeting.
The key science, practice and policy recommendations outlined in this report provide a framework for eliminating health disparities by integrating behavioral health and primary care services. The report identifies strategies that are successfully being employed by integrated health and behavioral health care practices.
The consensus statements and recommendations are designed to inform a broad audience of health and behavioral health care providers, educators, advocates, consumers, youth and families, researchers, policy makers and other stakeholders on health equity for all through integrated health care.

Private Funding Opportunities

Humanitarian Projects Award
SOURCE: American Sleep Medicine Foundation (ASMF)
APPLICATION DEADLINE: 7/23/12.
$ AVAILABLE: ASMF intends to award a number of one-year grants ranging from $1,000 to $20,000. The number of grants awarded will depend on the number, quality, scope, and breadth of the applications and their expected outcomes. It is anticipated that there may be a substantial number of small awards made, although the award of larger grants is possible depending on expected outcomes.
ELIGIBILITY: Eligible applicants include 1) individuals such as physicians (M.D. or D.O.), allied healthcare workers, and social workers (awards to individual applicants will be made formally to the individual's host institution); and 2) charitable organizations, such as academic institutions, healthcare providers, hospitals, schools, nonprofit community organizations, or civic groups.
Although not a formal requirement, ASMF encourages applicants to collaborate with a physician who is board certified in sleep medicine and a member of the American Academy of Sleep Medicine. The AASM can help match potential applicants with local sleep experts in accredited sleep centers, hospitals, or universities. PURPOSE: The primary objective of this award is to provide support to projects that address sleep problems in disadvantaged populations. The ASMF is particularly interested in projects that develop or promote novel approaches to address human suffering in underserved populations as it relates to inadequate or non-restorative sleep, or sleep disorders in disadvantaged groups. There is growing awareness that "sleep disparity" is associated with poverty and that sleep problems have a disproportionate impact on those living in poverty.
Examples of specific projects that are responsive to this request include but are not limited to development of projects that improve sleep conditions or sleep hygiene in children or adults living in suboptimal sleep environments, such as noisy, cold, or unsafe settings; development of programs that incorporate sleep medicine services into clinics that provide care for medically indigent groups; and development of programs to coordinate the distribution of refurbished CPAP machines and supplies to underserved populations.
ASMF encourages collaborative projects that integrate the efforts and resources of more than one organization. One example would be an application involving sleep and non-sleep medicine healthcare providers plus community or civic groups that collaborate to address the objective of this award. The ASMF is particularly interested in funding projects that demonstrate successful models that can be replicated in other settings. (The ASMF recognizes the importance of including educational efforts when appropriate in some humanitarian projects, but for proposals that are primarily educational in nature applicants are encouraged to apply for the ASMF Educational Projects Award.)
