Title V Genetic Fee-for-Service funds selected public and private contractors to provide clinical genetic services to eligible clients. To be eligible to receive Title V funded services, individuals must meet the following criteria:

  1. Gross family income at or below 185% of the most current Federal Poverty Income Level (FPL);
  2. Texas resident; and
  3. Not eligible for other programs/benefits providing the same services.

STATE AND FEDERAL POLICY/LEGISLATION

State Level

Texas Administrative Code - Genetic Services - rules for the provision of family planning genetic services in Texas.

Senate Bill 602 (76(R), 1999) - relates to the membership and powers of the Interagency Council for Genetic Services (IACGS). Requires DSHS to coordinate with the Council for initiating, considering, or proposing a rule relating to human genetics or human genetic services. Title V Genetics Fee-for-Service contractors are represented on the Council.

Senate Bill 11, Medical Records Privacy Act (77(R), 2001) – relates to protecting the privacy of medical records.

Federal Level

HIPAA, Health Insurance Portability and Accountability Act of 1996 – relates to the standards of protection for the storage, use and transfer of protected health information. Title II of HIPPA includes the Administrative Simplification provisions: electronic transactions and codes sets, unique identifiers, privacy, and security.
