Casey S. Blass Award for Excellence and Achievement in HIV/STD Prevention and Care

The Texas Public Health Association (TPHA) and Department of State Health Services (DSHS) will present this award to recognize its partners for excellence and achievement in HIV/STD prevention and/or care. The award recognizes a person that makes significant contributions to promoting and implementing HIV or STD prevention interventions and/or care and treatment in Texas. Persons developing and/or implementing HIV/STD prevention or care programs in Texas are eligible. The intent of the award is to recognize effective approaches to:

  • Preventing the transmission of HIV and other STDs;
  • Improving the health and well-being of people living with HIV/STD; and
  • Developing successful programs for specific at-risk populations.


Award recipients shall demonstrate outstanding dedication to public health by meeting one or more of the following criteria. Awardees will have championed strong local HIV/STD programming by consistently and effectively:

  • Implementing evidence-based practices;
  • Collaborating with others to better meet the needs of people living with HIV/STDs or at risk for these infections;
  • Maximizing and demonstrating careful and effective use of resources;
  • Administering an exemplary program;
  • Advocating for individuals and communities at high risk for HIV/STD infection;
  • Promoting local community support for HIV/STD programming and/or those individuals infected and/or affected; and
  • Consistently demonstrating leadership in statewide committees, task forces and various workgroups that address HIV/STD.


  • The award recipient will receive an engraved plaque and up to $2,500 in reimbursement for registration fee and travel expenses to attend an HIV/STD-related conference of the recipient’s choice.
  • The recipient must request pre-approval from the Casey S. Blass Award Selection Committee prior to attending the HIV/STD-related conference.
  • All reimbursable meeting and travel expenses must be incurred no later than August 21, 2015.
  • The award is non-transferable.
  • The award winner is ineligible to receive the award at the next conference. DSHS employees are ineligible for this award.
  • Award finalists will receive waived registration and travel expenses to attend the 2014 Texas HIV/STD Conference on August 19-21, 2014.


TPHA will conduct an unblind ranking of the award nominations and select no more than five semi-finalists. DSHS will select the winner from the semi-finalists.
