Senate Bill 338, passed during the 77(R) Session of the Texas Legislature, required the Texas Department of State Health Services to gather input from stakeholders throughout the state and develop "a state plan for and continuing education relating to the prevention and treatment of hepatitis C."

Stakeholders described in the Legislation listed: "the public, including members of the public that have hepatitis C"; "each state agency that provides services to persons with hepatitis C...including any appropriate health and human services agency described by Section 531.001, Government Code"; "any advisory board that addresses issues related to hepatitis C"; public advocates concerned with issues related to hepatitis C"; and "providers of services to persons with hepatitis C."

The Hepatitis C Action Plan for Texas was delivered to the Texas Legislature in December 2002.
