Dear Clinics, Doctors, and Submitters to the South Texas Laboratory:
It is difficult to maintain a modern public health laboratory with constantly changing technology and testing methods when faced with increasing demands, rising costs, and steady-state resources. The Texas Department of State Health Services’ (DSHS) South Texas Laboratory (STL) has been offering laboratory services without a cost-recovery method for services. Fees to cover STL laboratory testing costs have not been revised in three years.
Consequently, DSHS has established a revised testing fee schedule for submissions to STL and updated submission forms. Both changes are effective September 1, 2007. The STL laboratory information management system will incorporate new fee information into its billing system.
It is important that the testing payor source be indicated on the specimen submission form. Laboratory submission forms have more clearly marked payor information. The appropriate payor for the test must be indicated for each specimen submitted and applies to all payors: Medicaid, Medicare, private insurance, DSHS program, or other submitter. If information is incomplete or inaccurate, the submitter will be billed for testing. DSHS staff can assist you with correctly completing the forms and identifying the appropriate payor.
Please note that STL receives funding directly from certain public health programs so facilities under specific DSHS contracts requiring lab testing will not be charged an additional fee for specimens submitted.
