The Public Consulting Group (PCG) is conducting a comprehensive analysis of the public behavioral health system in Texas, as required by DSHS Rider 71, General Appropriations Act, 82nd Texas Legislature, 2011. PCG’s efforts will focus on two major components: (1) a comprehensive study of the current public behavioral health system in Texas and (2) short and long term recommendations for the Texas behavioral health system. Special DSHS Grand Rounds Presentation November 27, 2012 in Austin & via Webinar
A special presentation in the DSHS Grand Rounds continuing education series, "Integrated Behavioral Health and Primary Care: A Scientifically-Informed Pathway to the Future", focuses on the critical need for integrated, collaborative, comprehensive care for patients with co-occurring psychiatric and general medical conditions. It is well-established in the literature that brain disorders are complex medical illnesses, which will be illustrated with a discussion of depression. It is also well-known that patients with psychiatric disorders often seek and receive help from primary care physicians or family physicians. However, given the demands of a busy primary care practice, it may not be feasible to explore psychosocial stressors or family histories sufficiently to clarify the presence or absence of psychopathology. Even when psychiatric conditions are identified, specialty-guided evidence-based treatment may be impractical or unavailable. There is increasing evidence, however, that common co-occurring conditions such as depression and diabetes are more effectively treated by an interdisciplinary, collaborative team. The need to incorporate evidence-based performance measures and practice guidelines in such teamwork will be reviewed, along with the growing recognition of the importance of screening for major behavioral health problems, such as depression or alcoholism, in general medical settings.

Oldham, MD, MS, Senior Vice President and Chief of Staff at The Menninger Clinic; Professor and Executive Vice Chair, Menninger Dept. of Psychiatry and Behavioral Sciences, Baylor College of Medicine; and Immediate Past President, American Psychiatric Association.

Rider 71 Stakeholder Meeting November 1, 2012
The Texas Department of State Health Services will host a stakeholder meeting on Thursday, November 1, 2012, from 10:00 a.m. – 12:00 p.m. at the Criss Cole Rehabilitation Center, 4800 North Lamar, Austin, TX to hear comments from the general public regarding the final Rider 71 report.
A representative of the Public Consulting Group, the independent contractor that conducted the study, will provide a brief presentation of the report and the remainder of the time will be reserved for stakeholder comments.
Each stakeholder will be allowed five minutes each for oral comments. Written comments will also be accepted and may be sent to Mr. Joey Longley at: jlongley@civicinitiatives.com. Comments on the final report will be accepted through November 15, 2012.
The Criss Cole Rehabilitation Center is located at 4800 N. Lamar Blvd. in Austin.
To reach the Center:
- By Bus: The Criss Cole Rehabilitation Center is served by Capitol Metro bus route #5-Woodrow. Exit the bus on Sunshine Drive at Criss Cole.
- By Car: Going north on Lamar Boulevard, pass 45th Street. Turn left into the circular drive (marked 4800 North Lamar), and proceed to the parking garage. You may park in any unreserved spot in the parking garage, or along Sunshine Drive (directly west of the CCRC building), or in the visitor spaces of the Criss Cole Rehabilitation Center parking lot.

Targeted Timeline for Rider 71 Report
The Public Consulting Group (PCG) anticipates the following target dates for completion of the various components of the Texas behavioral health system analysis required by Rider 71.
Phase 1
- Stakeholder meetings – Dec 11- Feb 12
- Comprehensive study of the current system: Mid-May 2012
- Recommendations posted to DSHS and PCG website that PCG will present in stakeholder meetings: Late May 2012
Phase 2
- Stakeholder meetings – June 5th to June 14th 2012
