Meeting called to order Debra Evans called the meeting to order at 10:15 a.m. 2. Remarks by Board Chair With the assistance of David Richards, Board attorney, Debra Evans welcomed stakeholders and provided guidance on the process for providing public comment to the Board. 3. Remarks by Richard Bays, Associate Commissioner, Health Care Quality and Standards, Texas Department of Health Mr. Bays presented comments from TDH management and encouraged the Board to continue the rules revision process. 2. Rules Revision and Stakeholder Input The list of all stakeholders who signed in at the door was read out and each individual was invited to comment. Nineteen (19) stakeholders provided comments (transcript and written comments submitted to the Board attached) on the current working draft of the new rules §831.51 Standards for the Practice of Midwifery in Texas; §831.52 Definitions; §831.57 Termination of the Midwife-Client Relationship; §831.58 Transfer of Care in an Emergency Situation; §831.60 Prenatal Care; §831.65 Labor and Delivery; §831.70 Postpartum Care; §831.75 Newborn and Infant Care 3. Discussion and Possible Action regarding appointments and re-appointments to Rules Revision Committee and Schedule for Committee Meetings Debra Evans announced that she will make appointments in the next 10 days, and requested that interested parties sign up on a sheet at the meeting (list attached). She reminded Board members and the public that no more than four (4) Board members may serve on the committee. The first meeting was set for August 6 at 8:30 a.m., with additional meetings tentatively scheduled for September 17 and October 15. 4. Midwifery Program Director's Report Yvonne Feinleib, Midwifery Program Director, provided a brief update on upcoming staff changes. She also informed the Board that in future all Board members will receive complete packets in advance of all rules revision committee meetings, including copies of all stakeholder comments and current working drafts of the committee. 5.
