Because all residents of Texas regardless of economic status should have access to primary health care services delivered in a respectful and timely manner, we are dedicated in assuring these medical services are provided in the community through a collaborative matter with community based clinics.
Primary Health Care is charged with ensuring that low income residents of Texas who have no public or private health insurance have access to primary health care services. These medical services are delivered to eligible residents through community based non-for-profit clinics. Additionally related health services, such as case managers and eligibility workers, refer program participants to various other social services for which they qualify. The ultimate purpose of this program is to keep the medically indigent residents as physically and mentally healthy as other residents.
- Select the community based non-for-profit clinics to provide primary health care services.
- Monitor through quality assurance that health care services are delivered in a timely and respectful manner.
- Provide technical assistance to contracted clinics in their effort to deliver quality physical and mental health services.
- Coordinated the delivery of medical services throughout the community with Federal, State, or locally funded health care programs.
Section 39.2 of the Texas Administrative Code (TAC) states that PHC services include:
- Diagnosis and treatment
- Emergency services
- Family planning services
- Preventive health services, including immunizations
- Health education
- Laboratory, x-ray, nuclear medicine, or other appropriate diagnostic services
- Nutrition services
- Health screening
- Home health care
- Dental care
- Prescription drugs and devices and durable supplies
- Environmental health services
- Podiatry services
The Texas Primary Health Care Services Act seeks to provide access to primary health care services for those individuals, at or below 150% of the Federal Poverty Income Level (FPIL), who are unable to access the same care through other funding sources or programs. Because of this intent, contractors must assure that the services they provide either directly or indirectly, i.e., through a system of referrals and/or subcontractors, are accessible to clients in terms of cost, scheduling, distance and cultural sensitivity.
