This is a reminder and an update to Texas Department of State Health Services (DSHS) Division of Regulatory Services (DRS) stakeholders.

Reminder

If you have not completed the questionnaire regarding the policies and practices of DRS, we hope that you will do so soon. This questionnaire is part of a survey being conducted in response to a request from the Texas State Legislature (known as DSHS Rider 59) for an assessment of DRS business practices. More specifically, the Rider directs that the assessment focus on: 1) determining where new fees can be assessed or existing fees increased to equal or exceed the appropriations to these programs; 2) a thorough analysis of the business operations and administrative processes used by DSHS to operate these programs and recommendations for increasing efficiencies and decreasing costs within the programs; 3) identification of regulatory programs for which a reduction in the number of inspections and investigations would have the least impact on public and consumer safety.

In order to address this legislative request, the Texas Health and Human Service Commission has contracted with MFR, P.C. to carry out the assessment. While the overall assessment will involve extensive interviews with DRS staff and related document reviews, a critical component of this assessment is to obtain stakeholder input on the policies, procedures, and business practices of DRS. MFR has developed and is hosting this questionnaire for the purpose of its data collection. Neither DSHS nor the Texas Health and Human Services Commission will know the identity of respondents or any specific answers.

Update

In addition, a second questionnaire has also been posted. It is a short “2 question” questionnaire that provides DSHS stakeholders the opportunity to share their views on any issue related to this assessment. Essentially, it provides a 1,000 character text box for your input. Neither DSHS nor the Texas Health and Human Services Commission will know the identity of respondents or any specific answers.
