The U.S. Department of State Passport Services recently issued a requirement for passport applicants to submit a photocopy of their birth certificate that Passport Services would maintain in their files. Several states notified NAPHSIS that this requirement conflicts with their state statutes regarding making copies of certified copies. For this and other reasons, NAPHSIS asked Passport Services not to implement this policy. In response, Passport Services issued a postponement.
In a conference call between representatives of NAPHSIS and Passport Services, Passport Services reiterated their need for a copy of the birth certificate in their files.
