Job Description:  Under the direction of the WIC Director provides oversight management of multiple WIC clinic sites in the Texas Panhandle area. Performs administrative duties involved in operation of WIC clinic sites, including managing people, planning, organizing, implementing program services in compliance with WIC federal and state policies.

Essential Duties:

  • Administers the program in accordance with federal, state and local standards

Minimum Qualifications :

  • OR Current registration with the Academy of Nutrition and Dietetics/Commission on Dietetic Registration will satisfy the educational requirements
  • OR 12 graduate semester hours of course work in foods and nutrition or public health from an accredited college or university may be substituted for one year of the required experience
  • Must comply with State WIC policy regarding employee immunization requirements
  • Must maintain a valid Texas Driver’s license and current auto insurance coverage

Job Description: Under the general supervision of the WIC Director, certifies nutritional risk for WIC participants, prescribes food packages required for deficiencies, provides individual counseling on nutrition and health topics, obtains height, weight and hematological measurements and teaches nutrition education and breastfeeding classes in clinic sites. Prepares annual Nutrition Education and Breastfeeding Plan, and Self-Audits. Oversees the Certifying Authorities and reports to the Director. Essential Functions:

  • Functions as Certifying Authority (CA) by certifying and providing concise, relevant individual counseling for WIC participants.
  • Provides nutrition education to WIC participants including counseling on basic nutrition to improve health, cooking skills, chronic disease prevention, and specific nutrition risk conditions of pregnant women, infants and children.
  • Interviews and assesses WIC program applicants to determine eligibility based on defined nutritional risk criteria.
  • Assesses health history, growth patterns, weight gain patterns, iron status and dietary adequacy.
  • Provides individual nutrition counseling for low and moderate risk WIC participants per State WIC policies.
  • Refers high-risk participants to the Registered Dietitian for counseling.
  • Determines the appropriate WIC food package prescriptions for WIC participants.
  • Approves issuance of specified non-contract formulas to WIC participants.
  • Teaches nutrition education classes in group setting using approved lesson plans as outlined in current Nutrition Education Plan.
  • Reads immunization records and refers participants to appropriate immunization sources.
  • Assists with development, implementation and evaluation of WIC nutrition services, ensuring compliance with State, Federal and local policies and procedures.
  • Maintains current knowledge of nutrition in the area of maternal and pediatric nutrition and WIC nutrition policies and procedures.
  • Travels to other clinic sites for the purpose of delivering WIC services.
  • Travels to trainings and meetings as required by WIC state agency.
  • Participates and assists with the planning of health fairs and other outreach activities.

Qualifications/Minimum Requirements:

Bachelor’s Degree in human nutrition, dietetics, community nutrition, clinical nutrition, or home economics with 24 semester hour’s credit in human food and nutrition or related courses.

Required Knowledge, Skills and Abilities:

  • Knowledge of Federal, State and local guidelines for WIC program. Ability to interpret and apply program policies, procedures and rules and regulations.
  • Knowledge in current nutrition topics that are pertinent to job duties and tasks.
  • Skill in operating office equipment to include personal computer, network computer, 10-key calculator, typewriter, fax, copy machine, printer, and scanner. Knowledge in computer software programs to include Microsoft Excel and Microsoft Word.
  • Knowledge in operating the following medical devices; Hematocrit machine of choice, adult and infant scales (digital included) and measuring boards.
  • Ability to speak to persons in groups.
  • Ability to supervise, train and evaluate staff.
  • Ability to prepare comprehensive reports.
  • Demonstrate proficiency in both oral and written communication. Ability to communicate information to others in a culturally sensitive manner.
  • Ability to build rapport with public, vendors and employees.
  • Strongly prefer bilingual in Spanish and English, but not required.
  • Other: Current Texas Driver’s License required. Provide and maintain current immunization record as required by WIC State Policy. Due to State requirements, college transcripts required with application. State WIC Agency determines if applicant qualifies for the position.

Job Description:EDUCATIONAL REQUIREMENTS: Registered Dietitian (RD) (Academy of Nutrition and Dietetics /Commission on Dietetic Registration) or Registered Dietitian Eligible (RDE) and successfully writes the Registration Examination within 6 months of hire.

LICENSE(S) AND/OR CERTIFICATION(S) REQUIRED: Licensed to practice as a Licensed Dietitian by the State of Texas within 6 months of hire.

EXPERIENCE REQUIREMENTS: Two years or more of professional experience as either a Registered Dietitian or a Nutritionist in a public health setting (hospital, business, nursing home, school or private practice) is required. Previous experience in a clinical setting, especially WIC, is highly desirable. COMPUTER PROFICIENCY: Experience with computer data entry and retrieval is preferred, but not required.

Basic proficiency in Windows, MS Office Word and Outlook is required. SPECIAL SKILLS AND/OR ABILITIES: Must be able to communicate effectively with individuals and groups both in writing and orally. Ability to speak Spanish is desirable. Transportation and a valid driver’s license are required for regular travel between WIC locations.

PHYSICAL REQUIREMENTS: Employee must be in good health and physical condition sufficient to permit the full performance of the duties of this position. Employee works under the supervision of the Nutrition Specialist: Outreach and participates as a member of the WIC Administrative team. Employee must have an excellent working knowledge of WIC Policies and Procedures as well as Harris County Public Health & Environmental Services Policies and Procedures. The employee must be able to make practical application of nutrition knowledge to meet everyday demands. He/She must work independently; use initiative and creativity and use own discretion in handling day to day activities. Reference manuals on WIC Program and Harris County PHES policies and procedures are available at all sites and the Nutrition Specialist RD will be expected to be familiar with and use these references in the course of his/her work.
