They have been created to aid local emergency jurisdictions' plans to address functional and medical needs during a disaster and to provide an estimated percentage of a county's population with select disabilities. The Texas Department of State Health Services (DSHS) has completed disability demographic profiles for the coastal counties and plans to complete profiles for the remaining counties.
At this point, data on disability characteristics is rather limited. For this reason it is suggested local emergency managers use this information only as a guideline for predicting the functional and medical needs of their communities and are encouraged to investigate the needs of their local communities more thoroughly.
