Texas State Board of Social Worker Examiners Board - Board Chair Welcome

Welcome to the Texas State Board of Social Worker Examiners’ (TSBSWE) website. Licensees, shareholders and consumers will have access to useful information posted within this site. Topics you will find within this website include our law, rules governing the practice of social work, forms to apply for licensure, disciplinary actions taken by the board’s Ethics committee and the full board, and a roster of social workers licensed to practice social work in the State of Texas.

Licensees are encouraged to visit this site quarterly to review rules governing practice standards, to become familiar with proposed rule changes, adoption of new rules, and up to date about issues effecting the practice of social work in the State of Texas.

TSBSWE is organizationally placed within the Professional Licensing and Certification Division of the Texas Department of State Health Services (DSHS). DSHS employs the staff, which provide the necessary facilities and infrastructure, which allows TSBSWE to function. Occupations Code 505.101, establishes the Governor’s right to appoint the nine members of TSBSWE. In accordance with the code, six of the members must be licensed social workers: two licensed baccalaureate social workers, two licensed master social workers, and two licensed clinical social workers. In addition to the licensed, three members, who represent the public are appointed.

Key powers, functions and duties of TSBSWE are:

  • determine the qualifications and fitness of an applicant for license;
  • adopt rules establishing the Board’s procedures;
  • adopt rules necessary to administer Occupations Code, Chapter 505;
  • establish by rules fees for the Board’s services;
  • adopt a code of professional ethics;
  • prepare a registry of persons licensed as social workers;
  • adopt rules concerning the investigation and disposition of a complaint filed;
  • administer an examination at least once a calendar year; and
  • establish the minimum number of hours of continuing education required.

Normally, the full Board and all Board committees meet once each quarter; first Friday and Saturday of March, June September and December. The Board committees consist of Ethics, Licensing Standards and Qualification, Professional Development and Rules. In addition, the Rules Committee usually meets an additional time between each full Board meeting. As required by the Open Meetings Act, TSBSWE meetings are posted in the Texas Register and open to the public. We invite and encourage your attendance.

TSBSWE members welcome your comments and suggestions regarding your concerns as a consumer, stakeholder, provider of social work services or as a member of the public. You may contact us by letter, telephone, e-mail or fax.

It is an honor to serve as the Presiding Officer and Chair of the Texas State Board of Social Worker Examiners. Thank you for taking the time to review this greeting and our web-site.

Best Regards,

Timothy Martel Brown, LCSW
