Birth Certificate for Election Identification

As of October 21, 2013, the Department of State Health Services (DSHS) adopted a rule amendment that waives the fees charged under Title 25 of the Texas Administrative Code, Section 181.22 (t) to obtain a certified copy of a birth record used to request an Election Identification Certificate (EIC) issued by the Department of Public Safety (DPS). This amended rule does not change the requirements that apply for obtaining other certified birth records. The birth record will be marked, “For Election Identification Purposes Only.” The fee waiver does not apply to nor change any other requirements to obtain a non-EIC certified birth record.    

Individuals who request an EIC birth record must accurately complete an Application for Election Identification and submit in person with valid identification to DSHS, local registrar’s office, county clerk or a remote access site to qualify for the fee waiver. 
Only the individual seeking an Election Identification Certificate can obtain their own birth certificate. No family member or other qualified applicants will be allowed to obtain on the individual’s behalf.
