You can get vital records locally. Visit the local district where the vital event occurred. Some districts in Texas can issue short form birth certificates no matter where the baby was born. 

Local districts set their own hours of operation, fees, and procedures for requests. They may also have more than one location. Please contact the County or District Clerk's Office to get information for your county.

Local Birth Certificate Issuers Order a short form Texas birth certificate locally where you live. Does not matter if the birth occurred in a different Texas county.  
Certified Birth and Death Records Order a short or long form Texas birth or death certificate locally in the county the event occurred. 
Marriage and Divorce Records Order copies of your marriage license or divorce decree in the county the event occurred.
